This level is designed for learners who have a strong understanding of vocabulary and grammar and a very good degree of fluency and accuracy.  They are able to communicate effectively in new situations, holding discussions on areas that they are not always familiar with.  They are able to read unfamiliar text and have the ability to understand content.
